Who do you open a map in a pk3 fine once u downloaded it? Is it a consol command?

Place the map in your baseq3 directory. Then it should show up in your maps that you can select from. If it doesn't, in the console:

/map xxxxxxx

where xxxxxxx is the name of the map.
