This gets you a UBB hosted on some machine that also hosts UBBs for other clients of theirs. This allows them to run multiple smaller UBBs for clients thus reducing the costs to the client since they can pack many UBBs into one machine. You get less performance, less bandwidth and storage than with the "Dedicated" plan but the price is considerably less. Note: You can customize the plan to increase bandwidth and storage (at a cost). Plan starts @ 21$ / month.
Dedicated
This gets you the use of one machine (single and dual processor machines) that host your UBB exclusively. You gets lots of storage and monthly bandwidth. Costs considerably more than the "Shared" plan. Plans start @ 499$ / month.
In both cases (shared and dedicated), Infopop takes care of the hardware, the hosting and the UBB installation. You get no physical access to the machines hosting the UBB. Both incurr additional charges for overage, restores, plan, domain names, etc...
If you have your own machine you wish to host on, by all means you can purchase a license for one or more of their message board products and host off your Dial-Up/DSL/T1/T3/OC192/etc connection. But this means you have to install the UBB software and take care of the server and connection. Unless you are willing to understand and support UBB and the technologies it relies on, pay them to do it. Or pay a third party to do it for you (netmegs maybe?).
That's my understanding of their offerings based on looking at their web page.
